Bald Eagle Industrial Park
This district serves as the major employment center in the City, including such major businesses as Wilson Tool, Loadmaster Lubricants, Xcel Energy Training Center, and Schwieters Companies. This industrial park has been very successful and new buildings continue to be constructed. All properties in the industrial park benefit from rail access, and the park is conveniently located along Highway 61, with future road access to CSAH 8 providing an easy route to I-35E. There are numerous vacant parcels still remaining in the industrial park, including a 47-acre parcel west of Fenway Avenue.
County State Aid Highway (C.S.A.H.) 8 Corridor
The CSAH 8 Corridor marks the western entrance to the City from I-35E and serves as the gateway to downtown Hugo. The roadway was improved to a four-lane divided roadway in 2006. Development along this corridor commenced in 2005 at the intersection of Victor Hugo Boulevard and CSAH 8 and resulted in the construction of Festival Foods, Fairview Clinic, Kindergardens Daycare, Postal Credit Union, Blue Heron Grill, and numerous other tenants. This developing office and retail corridor is the middle of an area that is experiencing rapid residential growth. As the corridor continues to develop, parallel access roads will be constructed north and south of CSAH 8 that will provide convenient access to the businesses and services for the new residential developments that are adjacent to the corridor.
The downtown district is centered at the new intersection created by the newly realigned CSAH 8 and Hwy 61. Downtown Hugo is marked by landmarks such as the Hugo Feed Mill, St. John the Baptist Church , and Egg Lake . The majority of the businesses providing retail goods and services in Hugo have historically been located in the downtown. The downtown is the cultural and business center of Hugo, and the City is committed to ensuring that is remains that way, by bringing new businesses to the downtown area. The City has recently created a downtown mater plan and design guidelines. The master plan will assist in the redevelopment of properties within the downtown, and a Tax Increment Financing District (TIF) has been established to support that development. The City owns property along the east side of Highway 61 adjacent to Egg Lake, which will be redeveloped after the establishment of the TIF District.
North Highway 61 Corridor
This district is located north of downtown Hugo, and consists of existing commercial and industrial businesses along the east side of Highway 61 that have developed without municipal sewer and water service. Most businesses along this corridor have their own direct access to Highway 61. While there are several vacant parcels along this corridor, new construction will primarily involve the redevelopment of property that will likely occur as sewer and water becomes available in the coming years.
South Highway 61 Corridor
This district is zoned Residential Service allowing for retail and office businesses to serve the nearby residential neighborhoods. This 27-acre property contains some wetlands and is located midway between downtown Hugo and downtown White Bear Lake on Highway 61. Several successful businesses have located in White Bear Township directly south of this parcel.
The district is located adjacent to the east side of Highway 61 along 152nd Street . This is the original industrial park in the City. Paved streets, sanitary sewer, municipal water and storm water improvements have been completed by the City to encourage reinvestment in the park. Since the completion of the improvements, several new buildings, building expansions, and site improvements have been completed. There are also a few vacant parcels still available in the industrial park.
